What is FOSS?
Free/Open Source Software refers to computer programs whose source
codes are open for other parties to review, comment, refine, and add
to. Anyone can take the programs, understand how they work and use
them without asking for permission. This approach is often quoted as
a good model for producing resilient software. The "open" concept
allows further customization of the software to user's needs.

The well-known GNU/Linux operating system is an example of such a
Free/Open Source Software, GNU/Linux uses GPL, or General Public
License, which guarantees that the source code will remain "open".

The word "free" in FOSS does not refer to the price of the software
but rather to the freedoms or rights of users of the software i.e.
their rights to run, study, redistribute and improve the software.

Why FOSS?
-Reduced costs - affordable software for individual, enterprise, and government
-Less dependence on imported technology
-Universal access through mass software rollout without costly -
implications
-Ability to customize software to local languages and cultures
-Lowered barriers to entry for software businesses
-Participation in global network of software development
