The trend to Open Source in South America seems to be stronger than it is anywhere else. Almost all governments there seem to be setting an Open Source agenda.
Brazil, with 170 million or so citizens and by far the largest South American economy (the economy of Sao Paolo on its own is roughly as big as the economy of Mexico), is leading the way.

EU to consider buying open-source software

BRUSSELS: The European Commission will propose in the next few days to buy more of its computer software from open-source developers, a commission spokeswoman said Wednesday.
The move is a potential setback for Microsoft, the world's largest software maker. The company is trying to prevent an increasing number of defections by governments from its proprietary software toward software from open-source developers, who are allowed to modify the software source code, or underlying instructions.
"There is a growing pressure on the commission to promote open-source software," said Carlo Piana, a lawyer for the Free Software Foundation Europe, which represents open-source developers.

The Navy will acquire only systems based on open technologies and standards.
Vice Adm. Mark Edwards, deputy chief of naval operations for communications, broke the news March 5 to a Navy IT Day audience in Vienna, Va., sponsored by AFCEA International.
“The days of proprietary technology must come to an end,” he said. “We will no longer accept systems that couple hardware, software and data.”

Debian Linux cluster beats supercomputer in tsunami warnings

The Philippine government's official weather service, PAGASA, has replaced its SGI supercomputer with a clustered Debian Linux system that can process information vital to protection against typhoons, floods, droughts, tsunamis and other wild weather conditions at a fraction of the cost.
The cluster includes eight PCs running as a single node, connected via a gigabit switch, each with dual 64-bit Intel Xeon processors running the Debian Linux OS.
"We tried several Linux flavours, including Red Hat, Mandrake, Fedora etc," said Alan Pineda, head of ICT and flood forecasting at PAGASA.

I have been reading on news about US govt actually finding a release from proprietary software by applying Linux for their infrastructure.
US Navy has been establishing Unix infrastructure for their operations in the United States for the past couple of years now. Further more i myself have the experience of setting up a Debian based GED class for the Jail Division Inmates in Mobile County, Alabama.

Indian political party turns to FOSS

Bharatiya Janata Party (BJP) is India's largest political party, with around 20 million Ordinary Members and about 4 million Active Members. In June, BJP announced its goal to become one of the most high-tech political parties in the next two years, and free and open source software (FOSS) will play an essential role in this project.
