ofcourse yaar, pta is saying that your dialup connection should be connected within 15 sec but on the other end the first ranked isp from them is connecting in 30+ sec. Dont know how they ranked it #1 (49 out of 50 and 9 out of 10 for connection time).

if you cut down on some of the negotiation, it can connect in under ten seconds.

there are three steps here: dialing, modems negotiating a common protocol, and then there's the ppp authentication (but, of course, only if you're using ppp -- not a requirement). the common protocols i'm talking about are things like v.42bis, v.90/v.92, etc.

the second step is the longest one. you don't really have a lot of control here -- the other modem may be a dumb soft-modem on a slow computer, or it might be an external serial modem.

so it seems to me its difficult to cut the time since we cant disable important negotiations.
