althought i havent used em much except for the free ones from time to time just to try, but to my knowledge..the internet (usenet(unix users network)) news is like a huge collection of constantly updated news ..i think it is categorized but is perhaps the most disorganized and anarchic structure on the internet.. companies can get a connection to the usenet servers throught different software using the NNTP news transport protocol which loads articles for the users of a "user of usenet service" so yes some isps do provide usenet services. how its done would probably be on the isps website..it requires a newsreader or as they are called..newsbrowser...some companies' news servers allow the user to connect through mailing lists or technically by transferring NNTP to SMTP or other protocols..
hope this helps
