Lahore: Federal Investigation Agency (FIA) Director General Syed Mohib Asad on Saturday said Pakistan needed a special department as a first measure to control cyber crimes.

Addressing a seminar 'Cyber Security: Challenges and Solutions' arranged by the FIA in collaboration with the Punjab Information Technology (IT) Department, he said website hacking was a major problem. "The devising of a proper system to monitor and investigate cyber crimes requires funds and IT experts," he said.

The FIA DG said the government had started blocking porno sites, but such sites were in abundance and increasing day by day. "At present we can only monitor websites effectively, but a comprehensive system will be introduced. We (the FIA) have sent a project proposal to the federal government. A central database and clearing house are prerequisite to control cyber crimes," he added.

He said the FIA had monitored communications by a group of smugglers between Karachi, Dubai and Singapore and recently seized their shipment of computers at the Karachi Port. "The computers were smuggled from Canada and their worth is US $3 million," he added.

About an accused human trafficker, Malik Bashir, who was caught by the FIA recently, the DG said the accused had been sent to Karachi for investigation. Mr Asad said the FIA had transferred, suspended or compulsorily retired around 100 officers on different charges. He said the National Response Centre for Cyber Crimes (NR3C) had recovered two kidnapped children of a family. NR3C Project Director Ammar Jaffari said the centre's primary objective was the gathering of information on threats to the critical infrastructure. "It is the principal mean of facilitating and coordinating the federal government's response to an incident and monitor websites to protect the critical infrastructure," he added.

He said NR3C consisted of investigators and analysts experienced in controlling computer crimes and protecting infrastructure. "The centre is being linked to the local governments and intelligence information will be provided to local law enforcement agencies," he said.

Punjab Law and Local Government Minister Raja Basharat, who was the chief guest, said the investigating standards of police and other law enforcement agencies needed an improvement. He said the world had adopted the modern methods of investigations, but Pakistan was still at the initial stage of setting up its cyber-control system.

Muhammad Jawad Hassan, a lawyer working on cyber laws for the Punjab government, said cryptography, online robberies, email stalking and porno sites were among the major challenges on the cyber front. He said at present only four laws dealt with cyber crimes, which are the Electronic Transaction Ordinance 2002, the Draft Computer System Crime Act 2003, the Draft Electronic Act 2003 and section 419 and 420 of the Pakistan Penal Code (PPC).

PTA also issued a notification to all ISP's that they should maintain logs for every user. Cyber Cafes are also bound to maintain log of every individual for 15 days. I havent heard any thing about Cable Net Operators.

Dear All PLUCian's
Salam,

E-Crime is a department Underthe Supervison of FIA and they got many peoples and Trained by Overseas Countries to trapp Cyber Crimes. One of my Friend i thought i don't need to mention his name but he was from GForce Pakistan he told me that now if peoples do Hacking and Carding and Stoling Some thing Over Internet then they will b Trapped by E-Crime. One of my Friend Name : Saif Ullah Chodhari is also a Part of E-Crime.... any way we are not Criminals so we don't give a dam about that :D
