(99)Cannot assign requested address: make_sock: could not b

Hi brothers
I am having problem in setting up open ssl on CentOS 5. i have installed ssl_mod.so and when i restart httpd daemon then error appears like so,
Stopping httpd: [FAILED]
Starting httpd: (99)Cannot assign requested address: make_sock: could not bind to address 130.94.23.74:443
no listening sockets available, shutting down
Unable to open logs
any idea of resolving this error. waiting for reply (ASAP)
