what distro are you running?

If redhat , then you can easily run...
#: /usr/sbin/setup
and check the firewall section.
Then if you want to tweak your firewall rules check out the documentation.

Then once its set up you can always start or restart/stop the service from rc.d/

You have to also understand that IPTABLES is used for kernels 2.4.x , and IPCHAINS is for older 2.2.x kernels.
So odds are you are using 2.4.x , so dont even worry about IPCHAINS.

IPchains is deprecated along with the 2.2 kernel. IPtables is far more flexible and efficient than Ipchains and utilizes the new netfilter code in the 2.4 kernel. Rather IPTables is the usrspace tool for interfacing with the kernelspace netfilter. Take a look at this. Thats a really fine howto for iptables.

IPTables & IPChains and if you need step by step try The Linux Documentation Project and The netfilter/iptables Project (Home to the netfilter/iptables project for 2.4-2.5 kernels) and mind that you need to do every thing by your own self if you have problem in that then we will tell you the solution. so, please read the manuals first :) and try to implement Firewall.

Best Regards.
