You can use MIKROTIK ROUTEROS for this purpose.
Or alternatively, there are hardware load balancer available in market which will do the same job.
I have also use such scenario, but to be very frank, I faced few problems in using such scenario, specially in https site, broken downloads, incomplete web browsing in many sites, video buffering issues.
Try to split your network in 2 and route users request base on there network id. Source base routing / policy base routing. there are many options you can choose according to you requirement and local need.
