how to bind 2 MAC address to one IP .

Not possible with static arp entries level (FIX ME).
However what about to deal this situation with iptables?

iptables -t mangle -I PREROUTING -s 12.12.12.12 -m mac --mac-source xx:xx:xx:xx:xx:01 -j ACCEPT
iptables -t mangle -I PREROUTING -s 12.12.12.12 -m mac --mac-source xx:xx:xx:xx:xx:02 -j ACCEPT
iptables -t mangle -A PREROUTING -s 12.12.12.12 -j DROP
