Peace,

For PHP O use Zend PHP IDE, it is by far the best IDE for PHP.
For Java I would use IntelliJ, it is designed for J2EE application development. There are others but more resource hungry. I am still looking for a WYSIWYG html desginer, Ubunta Plus is just ~~.

emacs ships with xml and html editing tools. if you have the sgml tools installed, it'll even validate your html/xml against dtds.

Well, If you move upto 256MB, NetBeans will start working fine.
Add more if needed. I have NetBeans 4.0 working fine with 256MB RAM and a 512MB swapspace.
