Webbased download manager

AOA,
I was wondering if someone can point me out to an open source solution to the following;

What I need is that the user browse to a page, gives his/her username and pass, submits a url which is downloaded at a specific time.
something like an automated download manager to which authorized users submit their url for download and then it starts the download on a specified time and one by one completes the queue.


Any help, suggestions would be much appreciated.
