najamss,
ipchains is the userland tool for configuring the firewall on 2.0<linux kernel >2.4. It has been replaced by a more advanced (stateful, pluggable, easy to admin) userland called iptables. iptables is a userland frontend to netfilters, which resides inside the linux>=2.4 kernels. It lets you filter, block or mangle packets based on
  • Address (source/destination)
  • Flags
  • ports
  • local users
  • anything else you can plug into the netfilters framework

In addition, it provides provisions for logging the actions it takes to various degrees into either syslog or userland tools (ulog) which in turn could log them into a regular database if such a level of sophistication is required. The iptables/netfilter documentations are here
