how much do second-hand computers with the same specs cost these days? it's near rs 10,000 -- and pakistani rupees are cheaper than indian rupees.
it's all a matter of scale. yes, some company can buy a few thousand sempron processors and 15" monitors, and sell the entire package for rs 10,000 or less. i guess we need government incentive here.
