please read the above posts carefully. your questions are answered in them. the script and configuration file work outside of squid.
they still won't prevent users from changing their mac address and ip address to match a 'valid' address to get through your network. however, you can prevent that with group policies that take away those admin rights from users.

I tried that script but its not working. Users in my network still able to change IP & can easily browse
As far as group policies are concerned, its open end environment for clients as they are administrators of their own PC's so policies can't be applied.
What ever we want to apply, can be applied through proxy only
